PURPOSE

  1. To provide secure space for bicycle parking in order to support active lifestyles.

APPLICABILITY

  1. Applies to projects that involve:
    1. New construction, expansion, or substantial renovation of a primary building that results in a total of 8 or more dwelling units.
    2. Creation of new shopfronts.
    3. New construction of a civic building.
    4. Construction of a vehicular parking lot.

GENERAL

  1. The National Association of City Transportation Officials (NACTO) Urban Design Bikeway Guide should be referenced for guidance.
  2. A single bicycle rack that is designed for parking two bicycles is counted as two bicycle parking spaces.

REQUIRED SPACES

  1. A minimum of 2 bicycle parking spaces must be provided for each building type, except for mixed-use buildings, inns, and fabrication buildings, which require 4 spaces each.
  2. A minimum of 2 bicycle parking spaces is required for every 24 ft of shopfront.
  3. A minimum of 2 bicycle spaces is required for every 10 newly constructed parking spaces.

DESIGN

  1. A bicycle rack may be erected on a public sidewalk in the furnishing zone.
  2. Each bicycle parking space must be two (2) feet by six (6) feet in size or the minimum required by the manufacturer of a bicycle rack or locker, whichever is more.
  3. Areas designed for bicycle parking spaces must have a hard, stabilized surface.
  4. Bicycle parking spaces must have at least one (1) access aisle at least five (5) feet wide to allow room for maneuvering. This access aisle must be kept free from obstructions.
  5. Bicycle parking spaces must be accessible without moving another bicycle or lifting or carrying a bicycle over any steps or stairs.
  6. Outdoor access areas to bicycle parking must be appropriately lighted to allow for safe nighttime use.
  7. When provided, weather protection must be permanent, designed to protect bicycles from rainfall, and provide at least seven (7) feet of clearance above ground level.
