PURPOSE
- To allow for parking that supports the function of abutting land uses while preserving the walkability and characteristics of neighborhoods.
APPLICABILITY
- Parking lot standards apply to:
- New parking lot construction.
- Reconstruction of an existing parking lot.
- Expansion of an existing parking lot by 10 or more spaces.
- Resealing or re-striping of a parking lot, which does not entail paving, resurfacing, or replacement of the asphalt, concrete, or other surface paving material, is not considered reconstruction.
REQUIRED SPACES
- Where provided, off-street vehicle parking must comply with the standards of this section.
- Unless otherwise specified, the actual parking of motor vehicles in excess of the number of parking spaces delineated in a parking lot is prohibited.
PARKING LOCATION
- Unless otherwise specified, all off-street parking must be located behind the frontage zone, with the following exceptions:
- Parking permitted within accessory buildings that are located within the frontage zone.
- Parking within the driveway of a cottage, house, bungalow, duplex, apartment house, and shophouse.
- On waterfront lots, where the water is the primary frontage and the street is the secondary frontage, parking may occur in accessory buildings permitted to front on the secondary thoroughfare.
- Underground or structured parking
- Parking may not be located on a lot that does not contain a primary building, except:
- A municipal lot.
- An existing insular, flag, or otherwise unbuildable lot.
SCREENING
- Where any parking lot is adjacent to or located within 50 feet of a civic space or a thoroughfare (other than an alley) the parking lot must be screened by any of the following:
- A dense evergreen hedge that is between two feet and three and one-half feet in height.
- Where a parking lot is less than 40 feet in width along the edge of a thoroughfare, the parking lot may be screened by bushes that when mature are greater than 4 feet in height.
- A solid masonry wall that is between two (2) feet and three and a half (3 1/2) feet in height.
- A fence up to four (4) feet in height that is at least fifty percent (50%) opaque, and designed to allow surveillance over and beyond the wall or fence by pedestrians.
- A liner building.
VEHICULAR ACCESS
- All off-street parking areas must have direct access to a public thoroughfare from an alley or driveway.
- If an alley is provided, all off-street parking must be accessed from the alley.
- Vehicular entrances to parking lots are prohibited along any thoroughfare designated as a pedestrian street.
CIRCULATION
- Unless otherwise specified, ingress and egress from individual parking spaces must be from a driveway or drive aisle.
- Parking lots and structures must be designed so that vehicles enter or exit onto a public thoroughfare in a forward direction rather than backing out into the roadway. Vehicles are not permitted to enter or exit parking spaces directly from a public thoroughfare except as follows:
- For parking lots with six (6) or less parking spaces, a waiver granted by the Planning Board may permit motor vehicles to enter or exit a parking space directly from a rear alley, provided the following criteria is met:
- Adequate alley width and surface material to accommodate vehicular turning movements.
- Location of alley intersections in relation to the safety of pedestrians, bicyclists, and motor vehicles.
- Sight lines needed by the driver of any vehicle entering or exiting the site.
- Pedestrian Movement
- Parking lots must be treated as shared spaces, allowing for safe movement of pedestrians through the parking lot's drive isles.
- Sidewalks, footpaths, or crossweaves must be provided to connect parking areas to on-site buildings, adjacent buildings, thoroughfares, existing sidewalks, and trails, or when appropriate, to amenities such as parks or open space on or adjacent to the site.The location of sidewalks, footpaths, or crossweaves must follow pedestrian desire lines and the edges of buildings to the extent practical.
