Article 5 Development Standards

To provide clear standards for the development of a site.
To ensure that private development contributes to the desired development pattern along a public street or civic space.
To minimize unnecessary regulations that don’t directly impact the desired development pattern along a street or civic space.
To provide standards that relate to the operation of a business as related to elements that influence the characteristics and function of a larger neighborhood.
To provide clear standards for private development that supports the function and characteristics of a neighborhood.
To provide a set of flexible standards for the movement and storage of vehicles and bikes, the movement of pedestrians, and the design and function of related elements that serve to enhance and protect the character of neighborhoods and districts.

This Article applies to alterations made to a site, including but not limited to parking, access to a site from a public thoroughfare, landscaping, buffers, loading, mechanical equipment, lighting, and signage.
The Article applies to projects that create new blocks, thoroughfares, or civic space.
